Northern Arizona, Elmhurst, Kansas, California State University, Bakersfield, Dayton ... are US universities that do not require SAT.
American university scholarships usually limit the number. To get a high scholarship, you need excellent results and high SAT scores (depending on the school). However, there are some high-level scholarships that do not require SAT.

SAT is a standardized assessment test that is widely used for college admissions in the US education system. Introduced for the first time in 1926, the name and method of calculating the SAT score changed many times. The original name was Scholastic Aptitude Test, then the Scholastic Assessment Test, SAT I: Reasoning Test, SAT Reasoning Test, and now it is simply SAT.

Typically, to get acquainted with and practice the SAT method and skills you need 6-12 months. So, to get the results you want, you need to take the exam early or later in the 11th grade to be able to take the SAT in 12th grade and prepare to apply for a student visa.
